Economic sanctions

I think economic sanctions against states are immoral. If we look on latest sanctions against Russia - it is clear to me that people targeted with these sanctions will not decrease their appetites, they will not suffer. And, most likely, will not change their politics.
From the other side, people of the Russia could be affected. Is it what we are doing, trying to make Russians to suffer with hope that they will start own revolt and remove Putin from the power? Sounds not too moral to me...
